Strengthening Ties and Security: Cyprus and Lebanon Collaborate
In a recent address at the General Assembly of the Union of Cyprus Communities, Interior Minister Konstantinos Ioannou unveiled plans for a state visit to Lebanon, highlighting the critical agenda of bolstering the Lebanese coast guard and dismantling people-smuggling networks. The surge in migrant arrivals has prompted this diplomatic initiative, aiming to foster regional stability and manage migration flows more effectively.
Minister Ioannou emphasized the need for increased capacity in monitoring Lebanon’s coastlines and intensifying efforts against the criminal networks responsible for human trafficking. With the situation in Syria and recent events in Gaza contributing to the increase in migration, Ioannou acknowledged the complex regional dynamics at play.
Anticipating productive discussions, Ioannou conveyed optimism about the potential outcomes of President Christodoulides’ upcoming meetings with both the European Commission and Lebanese officials. The Republic of Cyprus is preparing for various scenarios based on these high-level talks.

When discussing encounters between migrants and Cyprus’s Marine Police, Ioannou reaffirmed the country’s adherence to international agreements. He pointed out the difficulties in preventing vessel entries, often due to the migrants’ own reactions, and highlighted that unilateral returns to Lebanon were not feasible.
To alleviate pressure on reception centers, efforts are underway to expedite asylum applications. Ioannou noted existing cooperation with certain EU member states regarding voluntary relocations. However, he expressed concern over the continuous high rates of arrivals and the potential impact on Cyprus’s resources.
