Debate Intensifies Over Cyprus’ Asylum Application Suspension

As Chipre está a suspender o tratamento de pedidos de asilo in response to a significant uptick in Syrian arrivals from Lebanon, European policymakers are weighing in on the controversial move. MEP Fabienne Keller expressed scepticism about Cyprus’ initiative to reassess the safety of certain areas of Syria to block asylum application examination. Keller, who is the rapporteur for the border returns procedure proposal, pointed out the difficulties stemming from Syria’s authoritarian regime and economic struggles, which complicate the prospects for returnees seeking employment.

Despite acknowledging Cyprus’ burden as the EU member state with the highest per capita rate of asylum applications, Keller highlighted the intricate geopolitical interplay involving Turkey and the ongoing occupation of Cyprus as factors influencing migrant flows. After visiting the Pournara Reception Centre and witnessing the conditions there, she called for concerted efforts to support Cyprus.

Tomas Tobé, responsible for reforming asylum and migration policy, echoed the sentiment for unity among EU states. He stressed the absence of a unified stance on Syria and advocated for a reevaluation of the country’s situation. Both MEPs, speaking at a seminar on ‘European Elections 2024 for Innovative Media,’ urged for concrete solidarity from EU partners to address the challenges faced by frontline nations like Cyprus.

Nicosia’s recent announcement to halt the processing of asylum applications came as a direct consequence of the growing number of Syrians arriving from Lebanon. The country is urging its EU counterparts to reavaliem a segurança de certas zonas da Síria para bloquear os pedidos de asilo. This suspension means that new arrivals may have to remain in government camps with basic provisions or opt to live independently without access to state support.

Cyprus has referenced an assessment by the EU’s own asylum agency, the EUAA, which suggests that two Syrian governates—Damascus and Tartous—are not inherently dangerous for civilians. However, this stance is contradicted by reports from the U.N. human rights office, which earlier this year highlighted severe human rights violations faced by returning Syrian refugees, including torture, abduction, sexual harassment, and violence.

The debate continues as EU member states grapple with finding a balance between humanitarian obligations and practical challenges amidst an ongoing migration crisis.
