Allegations of Abuse at Milan Juvenile Detention Centre
In a shocking revelation, Milan prosecutors announced the arrest of 13 prison guards on charges of torture and ill-treatment of juvenile detainees. The Cesare Beccaria juvenile detention centre, which currently operates without a director and is staffed by 50 guards, has become the focal point of a disturbing investigation into the mistreatment of young inmates.
The majority of the accused are employed at the detention centre, with an additional eight officers being suspended in the wake of these allegations. The main guards’ union, SAPPE, expressed their dismay at the situation but placed their trust in the judiciary to clarify the events.
The investigation stemmed from reports by the prisoners’ rights ombudsman and was supported by detainee testimonies, wiretaps, and camera footage from inside the prison. These sources have painted a grim picture of the treatment faced by the detainees, with incidents dating from 2022 to present.
Milan’s chief prosecutor Marcello Viola described the situation as a “painful affair” and a negative chapter in institutional history. He detailed how detainees were handcuffed to prevent self-defense and subjected to beatings designed to leave no visible marks. Prosecutor Letizia Mannella emphasized that the guards’ belief in their actions being corrective measures was misguided and amounted to illegal violence.
Italy has faced ongoing criticism for conditions within its prison system, attributed to chronic underfunding leading to overcrowding and substandard living conditions. Despite these systemic issues, Italy maintains a relatively small, yet rapidly increasing, juvenile prison population. According to Antigone, a prisoner welfare organization, there were 532 juvenile detainees across 17 centers as of February’s end, marking a significant rise from 381 in 2022.
This case has brought to light the urgent need for reform within juvenile detention facilities and has sparked a broader conversation about the state of Italy’s penal system.
