Scrutiny Over New Jersey’s Proposed “Buck-a-Truck” Tax
In the midst of discussions about New Jersey’s fiscal year 2025 budget, a new proposal has surfaced that could have significant implications for the state’s transportation and logistics sector. Governor Phil Murphy’s budget plan, which includes a contentious $1 billion tax hike aimed at funding mass transit, also introduces a less-publicized “truck traffic excise fee.” This proposed tax, which has been dubbed the “buck-a-truck” fee, is raising concerns among business leaders who view it as another burden on an already heavily taxed industry.
New Jersey’s status as a transportation hub is well-known, with the sector contributing substantially to the state’s economy. However, the proposed nuisance tax, which could total $10 million, threatens to impact a wide array of businesses, from large e-commerce operations to smaller manufacturers. The rationale behind the tax has not been clearly articulated, though some speculate it is intended to fund a trucking study. Critics argue that such a fee could set a precedent for escalating truck taxes in the future.
The New Jersey Business & Industry Association (NJBIA) has been vocal in its opposition to what it perceives as anti-business policies within the governor’s budget. NJBIA President and CEO Michele N. Siekerka has pointed out that these policies not only damage New Jersey’s reputation as a business-friendly state but also contradict the governor’s previous commitment to sunset the corporate business tax surcharge. Instead, the budget proposes replacing it with a permanent corporate transit tax, potentially giving New Jersey the highest corporate tax rate in the nation at 11.5%.
As budget hearings continue, NJBIA is urging legislators to consider the long-term economic ramifications of such taxes on job creators and the overall economic health of New Jersey. With the state already facing high income, property, and corporate taxes, additional financial strains like the “buck-a-truck” tax are seen as counterproductive to fostering a thriving business environment.
