In Cyprus, for instance, the concept of community energy is still in its infancy, largely due to the absence of a regulatory framework—a situation expected to change with new regulations from the Cyprus Energy Regulatory Authority in June 2024.

Presently, many local authorities lack the capacity or infrastructure to foster renewable energy communities. Yet, they are uniquely positioned to marshal resources, authority, and organizational prowess to create a conducive environment for such initiatives. The benefits for local authorities span several dimensions:

  • Energy aspects: Energy communities can drive down consumption and enhance efficiency in municipal buildings through projects like insulation, aligning with climate and energy objectives.
  • Social aspects: They can generate green jobs, assist low-income families, reduce residents’ energy expenses, and mitigate energy poverty while fostering education and community involvement.

To bolster local authorities’ capabilities, initiatives like the Life Loop project offer financial, resource, and technical support. The project has unveiled an online tool featuring an accreditation scheme for municipalities committed to supporting energy communities. This scheme enables municipalities to gain recognition for their efforts, enhance staff expertise in community energy matters, and connect with potential partners.

The accreditation process is streamlined to minimize the time investment for local authority representatives. It includes a self-assessment, participation in online training modules, and listing municipal assets on a matchmaking platform. Successful municipalities will be celebrated with an institutional certificate, social media features, and an invitation to an award ceremony.

Local authorities are encouraged to take bold steps towards energy democracy by empowering citizens and collaborating with stakeholders to build resilient, community-powered energy systems. By doing so, they position themselves as leaders in sustainability and contribute to a brighter, cleaner future for Cyprus.
