Turkey’s Strategic Maneuvers Post-UN Envoy’s Cyprus Mission

With the tenure of the UN Secretary General’s envoy on the Cyprus problem, María Ángela Holguín Cuellar, drawing to a close, occupying Turkey is preparing moves. Sources indicate that Ankara and its representative in the occupied territories, Ersin Tatar, are gearing up for action should a stalemate ensue post-July, when Mrs. Holguin’s mission is expected to end.

Ankara is posturing to be “ready” for a meeting between Ersin Tatar and the President of the Republic, Nikos Christodoulides. This move is poised as a gesture of “goodwill” and “differentiation,” yet it is widely perceived as an attempt by the Turkish side to shift the Cyprus problem’s basis and advance its own agenda.

The UN’s role in establishing “common ground” has been a point of contention, with Turkey asserting that the envoy lacked the mandate to pursue this objective. This stance overlooks the UN’s resolutions, which already provide a foundation for resolution—recognition that Ankara does not accept.

A potential meeting between Christodoulides and Tatar sans UN involvement would signify discussions without an established framework, diverging from the normative UN-led process. The Turkish narrative pushes for a “COOPERATION AGREEMENT” between what they consider “two entities,” seeking sovereign equality and equal international status for the Turkish Cypriots and the Republic of Cyprus.

Despite challenges, Turkey’s objectives remain steadfast: to alter the negotiating basis and Resolution 186 of 1964. Concurrently, there is pressure on the UN and particularly on UNFICYP to negotiate a SOFA (Status of Forces Agreement) with the occupation regime, aiming to elevate the pseudo-state’s status.

The UN has reiterated its stance against negotiating separate agreements, deeming such actions illegal. Nevertheless, Turkey hints at restricting UNFICYP movements in occupied territories without the illegal regime’s consent. This pressure tactic coincides with provocations within the buffer zone, as Turkey seeks to assert control over these areas.

The evolving situation underscores Turkey’s intent to redefine its role and influence in Cyprus, challenging established international norms and testing the resolve of global diplomatic mechanisms.
