However, Washington has not entirely cleared Putin of responsibility, considering Navalny had been a long-term target of Russian authorities, imprisoned on what the West deems politically motivated charges, and had previously survived a poisoning attempt in 2020 with a nerve agent—a crime the Kremlin also denies any involvement in.

The U.S. assessment drew on a variety of sources, both classified and public, such as the timing of Navalny’s death coinciding with Putin’s re-election in March. Leonid Volkov, a senior aide to Navalny, criticized the U.S. findings as naive and ridiculous, reflecting the ongoing skepticism among Navalny’s supporters.
